However, I can only speak to what I can actually see.<br /><br />It's certainly possible Whedon had some kind of backstory in mind for lots of the undeveloped, outer rim planets, but for one reason or another, it never came to be. I give the show leniency for not having many episodes to work with, but when you've got a pattern of unexplained, undeveloped planets, all with this apparently space cowboy theme that Whedon appears to be obsessed with, it gets stale. <br /><br />I don't know if you've seen much Star Trek – but, there, the methodology was pretty good; the cast would stumble upon a new planet/culture of beings (much like Firefly), and the plot would immediately immerse itself in the idiosyncrasies of the latter's politics, ethics, even environment... but it was always something different. Sometimes it was explored in lots of detail, and sometimes you'd only get a cursory look – but in any case, there was always at least some kind of attempt at explaining the origins of the alien culture/lifestyle, since what good is science fiction if all we ever get are uncharacterized, generic tropes?<br /><br />Also – I can't review Serenity on this site. This site features only negative reviews, and I thought Serenity is terrific. Maybe some of the other commenters who've arrived in this recent armada can cut me some slack – I'm not being compelled to hate the Firefly universe. lol. Curious to hear your review of Serenity and if anything gets resolved there for you. One point of contention for you has to do with the outer rim planets and their lack of technology. I don't believe they started out this way but the settlers were essentially abandoned and left on their own. Just one small sample, but my point is the Firefly universe is a bit more complex (as are the stories) than what we might see on the surface.
